To quote the House Office of the Clerk

 The U.S. House of Representatives seat for the 17th Congressional District of Ohio became vacant on July 24, 2002, due to the expulsion of Representative James A. Traficant, Jr. from the House of Representatives pursuant to House Resolution 495, 107th Congress, adopted July 24, 2002. 

The House voted 420 to 1 to expel Trafficant from the House (Representative Gary A. Condit (D-CA) was the only one to vote against expulsion). This makes Trafficant only the second House member since the Civil War to be kicked out of Congress. I have removed Representative James A. Traficant (D-OH) from the database.

Thanks to a reader for doing some research and determining my statements on the voting rights of Delegates were not quite accurate. I have updated references to Delegate’s voting rights to be (hopefully) more accurate. Advice from anyone with expertise on the current status of Delegate’s voting rights would be appreciated.

Its been quiet, and I am working behind the scenes for a major upgrade of the site, but first I have to keep some data up-to-date. Here’s the updates for now:

I have updated the email addresses for Representative David E. Price (D-NC) and Representative Joseph Crowley (D-NY) for their new webmail forms.

I updated five email addresses for members of Congress switching to their own personal webmail pages. Thanks to Mike Waters of Congress Merge for the information.

One of the last non-electronic holdouts has finally gone online. I now have a webpage and email address for Representative Diane Watson (D-CA).
I also updated the email address and webpage for Representative Porter J. Goss (R-FL).

Representative Stephanie Tubbs Jones (D-OH) has switched from real email to WriteRep.

Representative Calvin M. Dooley (D-CA) has switched from WriteRep to a custom webform for email.

Representative Bob Clement (D-TN) has dropped email for web-based mail.

I updated the email addresses of Representative James H. Maloney (D-CT) and Representative Melissa A. Hart (R-PA) to reflect their abandonment of traditional email for more secure web-forms.
